The Clocktower
Once home to Oracle and the Birds of Prey, the Clocktower was nearly destroyed by the fire set by the villain known as Hush. After relocating to New York City Oracle, with the assistance of the Wayne Foundation, had the five-story stone Old Gotham landmark rebuilt to serve as HQ of a new generation of masked vigilantes sworn to protect the city.

Ground Level
The Clocktower’s ground floor is, to outward appearances, the lobby of Weiland Enterprises, a nonprofit organization focusing on providing opportunities to Gotham’s underprivileged students.
Behind this façade, however, are security systems designed to keep unauthorized access to the rest of the tower and its secrets.
The reception area is the purview of Andrea Markham, an unassuming young Englishwoman in the employ of the Clocktower’s mysterious benefactor. She is fully aware of the tower’s residents’ true nature and mission, and can offer assistance in the form of administrative and booking arrangements as needed.
First/Second Floors
The Clocktower’s spacious first and second floor living spaces are comprised of four well-equipped and elegantly furnished four bedroom suites each, surrounding the shared, central living, dining and kitchen.  
Each suite consists of a bedroom, bath and dressing room (with concealed costume closet), while the shared living space features a chef’s kitchen, dining table for eight, and great room featuring a CineCurve 60 by 144-inch theatre coupled to a professionally-calibrated B&O sound system and Control4-based smart home automation throughout.

Third Floor
The third floor of the Clocktower is dedicated to supporting the Watchers’ training and upkeep, including the Fitness Room and Spa, an expansive, digitally-encoded Library, and a fully-equipped Infirmary, with full surgical facilities.
Fourth Floor
The second uppermost upper level of the Clocktower houses its Combat Training room. Intended as a high-level practice arena, it is equipped with advanced, solid light projectors capable of simulating a wide variety of environments and situations.

Fifth Floor
The uppermost level of the Clocktower is a skylit, multi-story chamber featuring panoramic views of Old Gotham through the immense clockwork timepiece, serving as the Watchers’ Control Room.
Here, via access to the tower’s Cray Titan supercomputer (running a custom, unix-based OS designed by the group’s benefactor, Oracle) the group can monitor both the building itself and, through deeply buried links to both the Gotham City police and fire departments, as well as local news agencies, criminal activity throughout the area.
The tower’s rooftop, accessible by staircase and shielded with reinforced steel doors, serves as a helipad allowing for comings and goings by aircraft, and by those Watchers able to fly.

Basements
The Clocktower’s basement level is primarily devoted to the building’s power and other utilities, as well as the vehicle garage, which opens onto the back alley, allowing for the Watchers’ discrete comings and goings.
This level also features secure access to Gotham’s sewers, reached via reinforced steel door, and a small but highly secure holding cell. Not intended as long-term containment, it is equipped with restraining gear and its own sealed environment, as well as an audio-visual intercom and monitoring system.

Sub•Basements
Beneath the structure’s foundation but not shown on any registered building plans is the heavily-reinforced sub-basement level housing the Clocktower’s Cray Titan supercomputer and training facility hardware. Restricted access by means of advanced biometric scanning, limited to the Watchers and their anonymous benefactor.
